Before every mobilization or crew change, offshore wind and maritime operators must confirm that each person going offshore holds the right valid certificates: survival and safety training, medicals, competencies, IDs. This is still done largely by hand, with crewing coordinators cross-referencing crew lists against certificates in spreadsheets. It is slow, it delays transfers, and a miss means sending non-compliant personnel offshore. Oil and gas solved this decades ago with shared personnel-on-board systems; wind's CTV/SOV transfer planning had no equivalent.
We built Custely as a multi-tenant SaaS where a user uploads a crew list, manifest or individual documents and the platform extracts the people and their credentials, runs them against the applicable requirements and shows who is compliant, who is not, and what is missing. A two-stage asynchronous pipeline reads multilingual certificates and IDs into structured fields (document type, certificate number, issuer, issue and expiry dates, holder) with metered, auditable AI cost per document. A rules layer models real compliance rather than simple expiry checks: certificate equivalences, bundles, access levels and training matrices. Around this sit transfer manifests with review and approval, QR boarding passes, external document requests, workspace roles with strict tenant isolation, Stripe subscriptions with usage credits and a staff back office.
Stack: Symfony 8 / PHP 8.5, PostgreSQL, Symfony Messenger with Redis, Mercure real-time updates, AWS Textract and the Claude API on the backend; a React Router 7 / TypeScript / Tailwind PWA on the front; Docker with FrankenPHP and Playwright end-to-end tests.

Workspace dashboard: uploaded files are processed in the background while the workforce readiness overview (at risk, needs attention, unassigned, approved) fills in live.
Workforce list with per-person readiness status, role and open compliance issues, sortable by risk and filterable by company.
Document register: every certificate, medical and ID with its extracted holder, validity state and days to expiry.
External file requests: ask workers or partners for specific missing documents; they upload through a public link without needing an account.
Crew transfer manifest: vessel, route and persons on board grouped by team, each checked against the access-level requirements of the route.
Manifest review and approval flow shared with the vessel operator, who can approve or return the manifest for revision.
QR boarding pass generated per person for an approved transfer, with Apple Wallet support.
